[PRQ#49619] Deletion Request for ceph-octopus

MarsSeed [1] filed a deletion request for ceph-octopus [2]: This legacy Ceph (v15) runtime is not needed anymore. (Latest major stable version is v18.) Also, this depends on aur/librdkafka1, which violates AUR submission guidelines by conflicting with repo's newer librdkafka. I recommend deleting this.
