MarsSeed [1] filed a deletion request for perl-extutils-parsexs [2]: Arch [core] repo's perl 5.38.0-1 (upstream release: 2023-07-03) includes and provides the latest version of this module, 3.51. No need to keep this separate, currently older versioned package. At the moment this uses upstream's 3.44 (2022-01-06) tarball, plus Fedora's off-CPAN diff patch for 3.45, acquired from Perl's 5.36.0 (2022-05-28) tarball. The Fedora patch is no longer available (404 not found). So this package has been broken for some time - but no one notified the maintainer. It is clear at this point that Perl ships the latest version of this module first, or sometimes the Perl tar is the only published source for it. (2 months after Perl 5.38.0's parsexs 3.51, MetaCPAN also got this same release.) Not useful to keep this package, and also it is contrary to AUR submission guidelines of no duplication.
