[aur-requests] [PRQ#22243] Merge Request for python-speech

PumpkinCheshire [1] filed a request to merge python-speech [2] into python-google-cloud-speech [3]: This package used github repo name instead of python module name. I create a new package called python-google-cloud-speech and now merge to it.
