[aur-requests] [PRQ#19702] Orphan Request for ros-build-tools

acxz [1] filed an orphan request for ros-build-tools [2]: I'm maintaining the latest ros packages (https://github.com/ros- noetic-arch) and would like to update the ros-build-tools package since it has not been updated for a while.
