[PRQ#44254] Merge Request for gdal-filegdb

MarsSeed [1] filed a request to merge gdal-filegdb [2] into gdal- libkml-filegdb [3]: The former is a broken orphan from 2016. The latter is newer, maintained, and has the more proper name for the same. Since both enable libkml and filegdb support.
