[PRQ#46853] Deletion Request for ros-melodic-rosdoc-lite

MarsSeed [1] filed a deletion request for ros-melodic-rosdoc-lite [2]: No one wants to build documentation for ROS Melodic. This PKGBUILD was last updated in 2021 and is an orphan. Last binary build is still availabe in ROS Melodic repo, but that distribution is EOL since 2023-06, so it is frozen in time. This still uses the Python2 based deprecated epydoc, which is broken due to its failing python2-docutils. Better to delete this, to let those defunct tools also get retired.
