[PRQ#66140] Deletion Request for ros-melodic-pr2-machine

MarsSeed [1] filed a deletion request for ros-melodic-pr2-machine [2]: Dead, EOL package from 2021. Tries to execute a script (fix-python-scripts.sh) from ros-build-tools that the latter no longer carries. Not needed by any working packages anymore.
