[PRQ#58499] Deletion Request for qtarot-git

MarsSeed [1] filed a deletion request for qtarot-git [2]: Upstream EOL for 9 years. [a] Both python-pyqt4 and this package fail to build with Python 3.12. Does not seem needed by AUR users.
