[PRQ#47769] Deletion Request for cmarked

MarsSeed [1] filed a deletion request for cmarked [2]: Proposal to delete this broken Qt4 package from 2017. Upstream's readme says the code is "in very early stage and is not suitable for production". And development has been discontinued since 2017.
