[PRQ#46474] Deletion Request for ros2-pyqt5-sip-compat

MarsSeed [1] filed a deletion request for ros2-pyqt5-sip-compat [2]: This compatibility shim package which creates a symlink to PyQt5 bindings inside python3.10/site-packages (yes, for that hard-coded Python version) is not needed anymore.
