[PRQ#45840] Deletion Request for onevpl-cpu-git

dbermond [1] filed a deletion request for onevpl-cpu-git [2]: Package is no longer maintained by upstream[1], and it not supported by onevpl dispatcher anymore. Upstream now recommends using software codecs directly, instead of this cpu runtime implementation.
