[PRQ#46064] Orphan Request for libqglviewer

sukanka [1] filed an orphan request for libqglviewer [2]: the source url of this package is unavailable, and there is an alternative url on github. I marked this package out of date to inform the maintainer of updating it. But it is not updated after 2 weeks. So I make a drop request to take it over.
