[PRQ#46630] Deletion Request for python-serpent-ai-git

MarsSeed [1] filed a deletion request for python-serpent-ai-git [2]: Broken, unmaintained VCS package from 2019. Development of this fork has discontinued since 2020, [a] and in its upstream repo as well - the latter is also archived. [b] Package is broken since at least 2022-03 but owner did not attend to it. So now it seems safe to recommend deletion.
