[PRQ#43262] Deletion Request for python-whither

MarsSeed [1] filed a deletion request for python-whither [2]: Project discontinued since 2018, repo archived in 2019. [a] "Universal Linux Application SDK - Create once. Run everywhere." I guess this project gave way to AppImage and Snap and Flatpak. This package is not needed.
