[PRQ#43982] Deletion Request for python2-pymad

MarsSeed [1] filed a deletion request for python2-pymad [2]: Unneeded package. The Python2-based jasper-voice-control-git was its only end-consumer, and the latter is abandoned since 2018 and broken since 2020. Submitted it as well for deletion (PRQ#43973).
