[PRQ#46981] Deletion Request for fastr-jdk16-bin

MarsSeed [1] filed a deletion request for fastr-jdk16-bin [2]: Proposal to delete this package. EOL for JDK16, as per owners's comment made in 2021. Nothing depends on it.
