[PRQ#39278] Deletion Request for python-networkx-1.11

aperez [1] filed a deletion request for python-networkx-1.11 [2]: I made this package at some point because Hotdoc would not work with a different version, but I think it's not needed anymore -- and Hotdoc is packaged in “community” now without a dependency on this python- networkx version, actually.
