[aur-requests] [PRQ#34843] Deletion Request for python-envoy

MarsSeed [1] filed a deletion request for python-envoy [2]: Deprecated since 2017. delegator.py is its successor. (AUR: python-delegator; though that should be named 'python-delegator.py' because 'delegator' and 'delegator.py' are two different projects on PyPI. I've written about this to the maintainer.
