[PRQ#49890] Deletion Request for sgmltools-lite

MarsSeed [1] filed a deletion request for sgmltools-lite [2]: Unused, obsolete Python2 package. Upstream's last release was in 2002, and since then, they themselves have declared that this is superseded by newer tools.
