[PRQ#58090] Orphan Request for libtorch-cuda

chengscott [1] filed an orphan request for libtorch-cuda [2]: I have tried to contacted the package maintainer, but did not heard back. Also, the package should be named as `libtorch-cuda-bin` since it shipped with pytorch precompiled library.
