[PRQ#61992] Deletion Request for python2-rpm

MarsSeed [1] filed a deletion request for python2-rpm [2]: Obsolete, discontinued, badly packaged Python2 bindings library. Does not support the binary ABI headers of the current librpm.so carried by extra/rpm-tools.
