[PRQ#48709] Deletion Request for fastoggenc

MarsSeed [1] filed a deletion request for fastoggenc [2]: Abandoned, unused Python2 script, last release in 2010, for media file conversion. I recommend deletion, as there are maintained alternatives with even better features and customizability. And there don't seem to be any active users of this.
