[PRQ#48379] Merge Request for python-cython-hidapi-git

MarsSeed [1] filed a request to merge python-cython-hidapi-git [2] into python-hidapi-git [3]: python-cython-hidapi-git is a broken, abandoned, unused package from 2015. And the proper name for this is python-hidapi-git. Based on the module's PyPI name (hidapi), and extra repo's pkgname for the stable build (python-hidapi).
