[PRQ#47125] Deletion Request for lib32-onetbb

MarsSeed [1] filed a deletion request for lib32-onetbb [2]: Proposal to delete this unused lib32 library. Its earlier consumer was lib32-suitesparse, whose upstream dropped depending on tbb and metis some time ago. So now there is nothing to depend on this anymore.
