[PRQ#46621] Deletion Request for neochat-encryption

neoninteger [1] filed a deletion request for neochat-encryption [2]: Encryption support was recently enabled in `extra/libquotient` and this has successfully trickled down to `extra/neochat`. Both manual analysis of packaging scripts and in-app testing confirm this.
