[PRQ#71990] Deletion Request for ros-noetic-rotors-hil-interface

MarsSeed [1] filed a deletion request for ros-noetic-rotors-hil- interface [2]: Unmaintained since 2020; unused, obsolete. ROS1 (Noetic) packages are EOL and no longer compatible with Arch Linux, only with Python 3.9, Qt 5.12 and the freshly EOL Ubuntu 20.04 LTS.
