[PRQ#48435] Deletion Request for python-simpleitk-bin

MarsSeed [1] filed a deletion request for python-simpleitk-bin [2]: Old, outdated, but seemingly unused binary package for Python 3.9. Uses pip for installation, which is not allowed by Arch Python package guidelines. There's a newer AUR/python-simpleitk pkg.
