[PRQ#48801] Deletion Request for gnuradio38

MarsSeed [1] filed a deletion request for gnuradio38 [2]: Cleanup of defunct legacy package. Conflicts with repo's gnuradio. Gnuradio 3.8 is not maintained since 2022-03 (last release 2022-01). [a] Package is unbuildable, and there's no fix. But no maintained and working package depends on this. (The few AUR consumers are abandoned PKGBUILDs which either need update because they require gnuradio 3.10 now, or have to be deleted. I've taken all possible actions to flag packages where appropriate, and submitted a few deletion requests for discontinued addons.)
