[aur-requests] [PRQ#18277] Orphan Request for ros-build-tools

acxz [1] filed an orphan request for ros-build-tools [2]: This version of ros-build-tools is outdated and for older ROS versions. The new verison ros-build-tools-py3 lives at https://github.com/ros-melodic-arch/. We would like to adopt this package and merge the latest changes to this package.
