As the creator of https-everywhere-chrome, I have no particular attachment to it, and would happily trust the maintainer of chromium-extension-https-everywhere to continue packaging it. Loading the extension via chromium's json settings did not occur to me in 2013 - perhaps it wasn't even an option at the time, I don't recall. But it's a good idea.
