[PRQ#46204] Deletion Request for gr-soapy-git

MarsSeed [1] filed a deletion request for gr-soapy-git [2]: Discontinued since 2021. [a] Reported FTBFS since that year. Its only consumer, gr-satnogs-git (same project) no longer requires this - instead, it directly depends on gnuradio 3.10 now (notified maintainer). The latter is currently unbuildable until it switches to the gr-3.10 branch. Safe to delete this defunct package.
