[PRQ#44956] Deletion Request for python-tornado5

MarsSeed [1] filed a deletion request for python-tornado5 [2]: Broken, unused legacy tornado v5 from 2019. Not used: only the currently broken orphan motioneye depends on it, which has to be updated to use tornado v6 from repo, just like its VCS counterpart, motioneye-git.
