[PRQ#66612] Deletion Request for ros-melodic-cpp-common

MarsSeed [1] filed a deletion request for ros-melodic-cpp-common [2]: Dead, EOL package from 2021. Tries to execute a script (fix-python-scripts.sh) from ros-build- tools, which the latter no longer carries. Also its legacy dependency boost1.69 is not compatible with Python 3.11+ and python-numpy 2.0+.
