[PRQ#49417] Deletion Request for udev-notify

MarsSeed [1] filed a deletion request for udev-notify [2]: VCS package in disguise from 2022. @FabioLolix has pointed this out last year and suggested changes to rectify it, but maintainer just ignored the feedback.
