[PRQ#45885] Deletion Request for ros2-galactic

MarsSeed [1] filed a deletion request for ros2-galactic [2]: This package is not needed anymore. It is the build automation package to create all versioned packages to be uploaded to the repo of the ROS 2 Galactic distribution. But that is EOL since 2022-12-09. [a] Their CI system won't ever build new versions. The last (frozen) version of the packages are available from their binary repo. Users are encouraged to migrate to a newer distribution.
