[PRQ#49116] Deletion Request for phatch

MarsSeed [1] filed a deletion request for phatch [2]: Defunct, unused Python2 based image batch processing GUI application from 2014. python2-wxpython3 is a broken dependency. Not worth keeping: there are very good, working, currently maintained and developed alternatives (one that I've used myself is Digikam).
