[PRQ#44701] Deletion Request for czmqpp-git

MarsSeed [1] filed a deletion request for czmqpp-git [2]: Deprecated, defunct C++ wrapper for czmq 3 from 2016. This uses only the deprecated v3 API's of czmq and not any of the current v4 ones.
