[PRQ#49811] Deletion Request for pdfminer Rejected

Request #49811 has been Rejected by MarsSeed [1]: Closing stale non-owner's request, as there is still a huge backlog of those. @severach, it would be really good if you could file this unneeded EOL pkg from 2019 for deletion, as only repo's drop-in continuation fork, python-pdfminer has any demand now.
