[PRQ#40646] Merge Request for clash-for-windows-chinese

yupoi [1] filed a request to merge clash-for-windows-chinese [2] into clash-for-windows-chinese-git [3]: Since the original author has not updated for a long time, the software package has fallen behind the upstream 2 versions. It is hoped that the software packages can be merged to ensure that Chinese users can use the latest Clash for windows Chinese version.
