[PRQ#54077] Deletion Request for apptimer

MarsSeed [1] filed a deletion request for apptimer [2]: Broken GUI applet for tracking which application the user spends time with. Upstream EOL since 2018, and their GitHub repo is deleted. This cannot even be packaged now due to nodejs incompatibilities. Safe to delete. There are alternatives.
