[PRQ#47433] Deletion Request for opencv2 Rejected

Request #47433 has been Rejected by dbermond [1]: This package can be useful, since there are still software that relies on opencv2. We just need to better package it in order to not conflict with the corresponding repository package, and also some cleanups and general improvements. This can be done.
