[PRQ#77543] Deletion Request for dotnet-10-bin

vitaliikuzhdin [1] filed a deletion request for dotnet-10-bin [2]: The proper `pkgbase` would be `dotnet-core-10.0-bin`, and it only makes sense once `extra/dotnet-core` moves to `11.0`. Duplicating the `10[.0]` package now doesn’t add any value, since it will be handled by `dotnet-core-bin` soon anyway.
