[PRQ#51738] Deletion Request for python-jenkinsapi

MarsSeed [1] filed a deletion request for python-jenkinsapi [2]: No one seems to want to use this unbuildable, broken Python2/Python3 client library for the Jenkins CI/CD/DevOps automation server off of AUR.
