[PRQ#51285] Deletion Request for python2-cdecimal

MarsSeed [1] filed a deletion request for python2-cdecimal [2]: Safe to delete this unused Python2 module without package testing, which uses a release from 2012 and is much older then the Python 2.7 (2016) standard library implementation of decimal.py which this intends to replace.
