[PRQ#50605] Deletion Request for ocempgui

MarsSeed [1] filed a deletion request for ocempgui [2]: Unused, discontinued, relatively rudimentary Python2 PyGame GUI development tool from 2008. I don't think it's needed or beneficial to keep.
