[PRQ#61516] Deletion Request for aurvote-utils

PlasticSoup [1] filed a deletion request for aurvote-utils [2]: The last activity upstream had was in early 2019. An issue was made 3 weeks ago (on GitHub) stating that this package did not work as it fails to login to the AUR.
