[PRQ#52753] Merge Request for rtx-bin

tombh [1] filed a request to merge rtx-bin [2] into mise-bin [3]: Hello, `rtx` has been renamed to `mise`. There's a new AUR package at https://aur.archlinux.org/packages/mise-bin. But we'd like to keep the votes and comments for `rtx-bin`.
