[PRQ#74830] Deletion Request for pyactivate

AlphaLynx [1] filed a deletion request for pyactivate [2]: Requesting deletion. I'm the submitter/maintainer and have archived my upstream repo. This doesn't warrant being a package - the code belongs in .zshrc instead. I'm likely the only user anyway.
