[PRQ#46634] Merge Request for beeper

sundbp [1] filed a request to merge beeper [2] into beeper-latest-bin [3]: Beeper provides no versioned downloads and hence a latest style packagge is more useful. I've coordinated with the maintainer of the beeper-latest-bin package (and become a co-maintainer).
