[PRQ#50024] Deletion Request for python-tooz

MarsSeed [1] filed a deletion request for python-tooz [2]: Cleanup after the deletion of three defunct openstack packages from 2021-09 from same user who submitted this as well, @BigfootACA, MIA since Nov 2022. This package depends on unmaintained modules, some of which are EOL and soon won't work. But as I wrote in my requests for openstack server packages (which are also broken on AUR), upstream frequently pushes updates to PyPI, so users are best served by utilizing that service instead of trying (and failing) to install old versions from AUR.
